There isn't water at the level where Togepi is. In fact, the water is at below the Lapras. Maybe you misinterpreted the roof of the gym which has so many bluish points, that seem like bubbles or something. ^___^

The blush points... and the blue filter that makes all the background stuff look like underwater and behind glass.

Also the Shelder, Goldeen, and Staryu that are apparently just hovering there, judging from angles of motion.

Staryu can fly(yes, it doesn't make sense. Goldeen probably just jumped. As for Shelder, looks like hes sliding down Milotic's neck.
