That looks more like Meiling. Koakuma is occasionally drawn with more of a pinkish red while Meiling is often given a more orangish red.

Yes, it's Meiling.
However, in official games Meiling and Koakuma sprites have the same classic red on their hair.
In fanworks Koakuma is given a darker red because she wears black clothes so it creates the illusion that she has a different red. The same phenomenon happens to Meiling with her green clothes making her hair looking more orange. But it's just an illusion.

That was pure moon sunlight though. Even though they were breathing up there, there was apparently no atmosphere to weaken the light.

They were close to the capital city so there must be somekind of protection, without an atmosphere the pure sunlight would turn Reimu, Marisa and Sakuya into ashes, no need to be a vampire.
