Nearby as in a few centimeters of the coil. All you need to do is to rip out the flash tube, and put a coil between the two main terminals (ignore the third one, which is the trigger for the tube). Disposable camera flashes usually output somewhere between 270-330VDC if driven from a 1.5V AA cell. Up the input voltage, and output rises accordingly, at a 3V input you can get more than 600VDC out of it. Don't take it much higher, though, otherwise you fry the oscillator. And for god's (and your own) sake, if you overload it, change the big capacitor for one that can stand the desired voltage, or you get boiling hot electrolyte everywhere!
If you're going for the PC-killing variety, aim for an Explosively Pumped Flux Coil Generator. You'll need access to high explosives and a high-power power source to drive it. Think the 500+A@25,000+VDC-ballpark, and you're on the right track...
Thinking about it, you'd be better off using those explosives to destroy the PC, rather than just shorting the damn thing out. At least it'd be impressive to watch.
