As mentioned on the child post, this is a parody of the intro to "Golden Youga Gekijou" or "Golden Western Theater" - a Japanese TV program that ran from 1971-2001. If you're a Sayonara Zetsubou Sensei fan, you might recognize it from there since they parody it as well in one of the episodes.
