Well Tenshi shifted the wrong pieces of rock and in turn caused the plate to shift. So the Earthquake and Tsunami hits Utsuho She ends up falling over firing her big nuke gun that hits a few Nuclear power plants that in turn cause the near fatal meltdown (Really is till going on but is "Under control" so we are told). And Reimu ends up having to kick both their asses and pick up the pieces -.-

So in all...makes perfect sense to me!

Reimu's gonna have their asses for the "Outer World" Incident, just you watch!
