Anyone's wondering what's up in the first panel it's a reference when in episode 8 he reveals that all Puella Magi becomes witches eventually. Nanoha is correcting that, which should happen...

I'd say that Nanoha and her comrades are beyond Witches by the time FORCE rolls around, just that they've maintained their humanity.

Dont worry about other QB triying to get Vivio... Nanoha would surely "befriend" the entire race... and the entire planet too.
