I think he meant that he assumed it was Satori speaking, which a review of Pixiv info indicates is the case. I don't think artist_self-insert belongs either way, though, considering that even if the narrator were the artist, he hasn't been "inserted" at all (unless you count the hands).

Ah, I get it. It's not obvious, is it? The wrists of the sketcher in the third panel do appear to have the frilled cuffs of Satori's outfit, but I don't know if it's clear enough to tag it komeiji_satori either...
