The dragon balls have no risk using them since it's fair. Doing the seemingly impossible tasks of locating all the dragon balls in the world then summoning Shenron to grant your, not just one, but three wishes. Comparing it to QB's way of one wish + unbreakable contract, the dragon balls are a much better choice. I don't know why the girls refused in the third panel. Or the second one for that matter. They should have taken it and beat up QB anyway.

The problem is it's Kyubey offering them.

Well the joke isn't meant to be that they're refusing his wishes or that they don't trust him, it's that none of those things are his ability to grant wishes. In each case, he's merely showing them a famous wish-granting thing that has nothing at all to do with him.

And the fun thing is that is somewhat canonical, it seems that KQ does not personally grant the wishes, but it uses the neo-born magical girl hope-based energy to grant the wish.
