No, its because there is literally, SOOOOO many people aiming at Meiling at the same time, there are enough red aiming rays to make her glow red.

No, it isn't. It's the main character from a manga called Koroshiya-san (kind of like Jormungand or Black Lagoon, but milder and set in Osaka, as I understand), but I haven't been able to process enough moonrunes to figure out his full name.
