no,that's clearly marisa's hat.marisa has a white bow attach to her hat which is similar to reimu's bow.it also explain why the odd shape and the lack of visible "hair" lines.

Except Marisa's bow rarely has any distinctive markings, while the markings on that bow match Reimu's exactly.

maybe that's just how the artist draw it.

In my opinion that part between the bow is too pointy for hair.Seem more like a hat with the top part bend to the back

The color is too white to be Reimu's bow even with the artist coloring style.there is not even a hint of red in that bow.

It's most likely Alice holding Marisa's hat.
Since that's clearly folding of cloth.

That's definitely Marisa's hat. There's no Reimu here.
