Oh no, don't stop just when the translations were getting to the interesting part. Erect Sawaru obviously has some very fast technique to do this and I'm kinda curious about it...
wings and I took a stab at this today, but couldn't get through the Japanese tool names. Step 5 reads something like: [14:49] <^wings^> Right click the thumbnail, and from the "choose transparency pixels" menu, go to "range/scope of choice" -> "change range/scope" -> "reduce/reduction", and from here I chose around 3 pixels. I'm assuming 'thumbnail' refers to the layer thumbnail, and 'choose transparency pixels' may be the Blending Options or Select Pixels. If I had to guess, I would say the thrust of step 5 is to select the cum layer that you colored brown in the last step, then contract/feather that selection a little, and paint some white inside of it. I can't reproduce the result, though.
I think your interpretation is correct. Make a selection, Select > Modify > Contract/Feather/Something - in Photoshop, of course.
Thanks a lot, I think this makes the general idea pretty clear, I think it's just painting over and erasing in the next steps although I can't read it... But I'm guessing.

[14:55] <^wings^> 6 is something like With the scope as-is, create a new layer on top, and using a close-to-white fleshy color, paint it over [14:58] <^wings^> 7 is something like On that layer, use a something or other brush to further paint the white fleshy-color to shade the cum and make it look heavier/wetter [14:59] <^wings^> 8 is about like, Since it looks unnatural now, bring up the original layer, and use the eraser tool to get rid of bits that look too bright or so
...and 9 is basically: Paint the white high lights on top.
