This Psycho Gundam Mk II is from a series of Dengeki Hobby mechanical designs by Makoto Kobayashi, the "Solomon Express".

I do understand, I'm replying to a very old post, but I'd just like to note that for anyone else who arrives here.

Edit: The one in back is another mechanical design from the Solomon Express, https://static.wikia.nocookie.net/gundam/images/5/5a/Solomon_Express_24.jpg/revision/latest?cb=20150705071226 although it's stylized to appear like a ZII or ZZII wearing this particular Zeta Plus A2(C2?)'s backpack. I'd say the shoulders are just the beam saber handles been outstretched, but the legs & feet are identical to the ZII design lineage, and so I question if they are those beam saber handles.

That being said, the Psycho Gundam here has already been so stylized, so it's really just artistic liberties.
