I think he is more going with the erudite stuff associated with the hermit. Which is why Keine was choosen even tho I think that Patchouli would be a more appropriate choice, and this have nothing to do with the whole hikkimori shtick associated with fanon Patchy. It's because the whole inner search, deep understanding, isolation stuff associated with The Hermit is a better match for Patchy than Keine. While the objectivity and criticism qualities of Justice is more appropriate for Keine, the history nerd.
I would have choosen Nue for the whole illusion and deception associated with the Moon arcana, and Byakuren should have been the Star for the hope associated with the Star arcana (hope for the youkai and a better world).
I don't agree with Eirin being the High Priestess. I read that the High Priestess is supposed to represent the courage to face life head on and change for the better from the inside-out. The negative is supposed to be letting outside factors decide how you are to live your own life. Based off of that, Sanae comes out as a better representative of the High Priestess. MOF's Sanae seems to be a prime example of the negative aspect of the High Priestess.

She is stupid... that's undeniable... though compared to other fairies, she is both a genius, and an extremely strong character... however, compared to humans, she's naive, stupid, and rather weak... though she CAN make you sweat bullets...

Well, yeah, but Cirno fits the tarot meaning of the Fool pretty well, too; childlike exuberance and joie de vivre with a moderate deficiency of common sense. Sakuya as the World, not so much.

Not to mention Cirno could very well represent the Fool arcana's meaning of "potential". She started as a mere Stage One boss. 60 or 120 years before that, she was just another fairy. Some games later, and she's the star of her own game.
