Well , this , in my opinion symbolizes the end of the manga.
since it appears that Kafuka is actually everyone since she takes control over them and all the other characters see the person as Kafuka and not as the real person she/he is (while the other people see the person as his/her normal self) so they're all headless with the exception of Kafuka because even though they're different characters Kafuka is all of them and they are actually faceless (headless in this case)
