They're both final bosses. Tenshi gets a scenario in SWR, which is designed as a fighting game. Byakuren's the Youkhrist. Whilst that may give her the upper hand in some areas, technically speaking, Tenshi has the advantage as she was introduced in a fighting game.

Of course, all of this may as well be moonshine, since Meiling got *PLOT ARMOR'D*, and she's the one character you'd expect to win at this, what with the martial arts and chi thing she has going for her.
