There's nothing to suggest it, Ui might be clingy but she quite happily discusses how warm and fun her sister is with Azusa in the first season. Plus, she has her own friends.

Totally. I hate how they portray Ui, a totally good-natured and nice girl who in the comics and anime wouldn't even entertain the thoughts of harming anyone on purpose, as some kinda homicidally jealous and insane killer >:(
