I can't decide if that's Itou Noiji or not. Hair, eyes and general proportions are very much like her, but on the other hand, it's slightly too little saturated, and face lacks certain "thing" which makes you recognise her work immediately.
Also, that's not melonpan, but that-other-thing-whose-name-I-can't-recall-now.
ah, i can always recognize her. her deep eyes and brown/yellow ribbon ^^ it's my favorite character sui from こもれびに揺れる魂のこえ. i think that's azuki(red bean)-pan?
