Forget it. People don't understand what I mean when I say a character is a scapegoat, rather than a credible force for evil. I mean, if you exist solely to get the crap beaten out of you by the protagonist(s) then you're just a scapegoat meant to make them look good.
Anyway, Frontier had lots of problems. The only good thing about the series was Klan. She was cool, despite her doombitchery (personally I took it as a favor since I didn't really like Mikhail anyway).

Actually Grace looked badass and she was pretty awesome for a villain. She was cool, Machiavelian and scary at times, and only until the end she lost her temper. I think she was a pretty great bad girl and a great addition to the Macross franchise...

I don't really mean scapegoat in the literal sense of being blamed for actions that are not of their doing, but rather the fact that they're introduced and developed in such a way to generate sympathy for the protagonists, and possibly a sense of outrage amongst the audience.
Grace generated sympathy for Sheryl and then served as fodder for the final battle. I know there's some backstory developed post series or that some didn't make the final cut, but her portrayal for the first airing was one where she mainly served as a punching bag and something for people to dislike.
Of course, most people didn't really give a shit about her and hated on the protagonists due to the godforsaken love triangle that amusingly enough was never resolved.
