Despite knowing no Japanese to speak of I'm going to guess the gist of it seems to be more or less a joke about the Tirpitz getting it's ass bombed and beaten by the British over the course of the war eventually ending up more or less stuck in port damaged. (At least before it was finally blown to bits with a 20,000 pound Tall Boy bomb...)

I'd also bet there a joke about either being picked on or bullied in there, but that's a wild guess...
