I think it actually has a lot to do with her role in the game. She's very passive and kind of a burden, being passed around between Leon and the bad guys like a party favor for most of the game. That's probably why.
Also, there were tentacles in the game.
Although, personally, I kind of liked the sequence where you actually get to play as Ashely and defend yourself without Leon for a while. Proves she's not totally useless, which is pretty impressive for a civilian in her situation.
