It's more like he is trying to force her to eat, but since she isn't listening to him, he is shoving it up her ear. Also She is getting annoyed by it and probably can't say anything about it, so she is pulling her own hair from anger/irritation.Also she isn't saying anything to him is probably b/c of his rank(?) as military officer?!
