Appears to match the "Shirakawa Nagisa" of the short-lived manga "Takaya - Senbu Schools Fierce Fight Story" by Sakamoto Yujirou circa 2005. There's an upper-body shot of the girl on a Weekly Jump cover, same light blue hair done in twintails, same red ribbons, same blue eyes, same long thin eyebrows.
