    Ragna X Flandre

    - Hmmm... I think it's because of their Vampiric Attributes and Destructive Natures. Ragna is destructive by the fact that he will destroy anything that stand in his way. Even if it is the NOL. Makes a little sense, in my opinion.

    Jin X Koakuma

    - Hmmm... They are both "Library" Loyal Workers, Sage Magic Users, and they are both adopted into a prestigous household. Makes some sence, in my opinion.

    Hazama X Sanae

    - Green Hair and Snake Affiliations. need I say more?

    How about that Hazama/Terumi is evil and Sanae's not?

    Terumi X Yukari would fit just as much or even more; even though they have less similarities, they're still "brilliant" masterminds.

    Flan would be a helpful little sister as she plays with the NOL... and ends up breaking it.

    That's wrong. Hazama will always be better suited with Yuuka Kazami.

    Now, about that Ragna X Flandre and Jin X Koakuma, I would say those makes sense.

    Ragna and Flandre are both destructive while Jin and Koakuma are both bounded by order. (Mind you, Koakuma uses some ice-based attacks too!)
