she's more of a bitch to those who started with cindaquil since flame wheel is physical in 4th gen so it instead of hitting 80 base special defense its hitting 105 base defense and maybe even thick fat as well.
Lowering Miltank's level doesn't make sense. It's not hard to spend at least 10 minutes outside of the city whooping the shit out of Drowsee and such to get your Pokemon to level.

Jasmine was a bigger problem for me because I didn't know about steel types back then and ended up getting my ass kicked by her Steelix. Clair the same when I fought her Kingdra.
I have a friend who claims this NEVER happened to him...I thought he would feel the pain in the reamke, but he's got to have a lerprechaun farm or something stashed away somewhere, because he beat her with no problem.
And this is why i always got that machop from goldenrod's department store. It being immune to miltank's attract while being able to deliver a can of whoop ass to miltank.
