My money would be on Gaara, weaker or not Gaara doesn't have to use his body to attack (make the motions for bending) leaving Toph blind(har har) to where his attacks would come from.
Gaara can also just ride on his sand to avoid the ground alltogether. Toph sucks against aerial strikes.
it seems people are ignoring the fact that he's Kazekage, that's not some title you get easily. so it shows he's got enough experience to beat her without much effort.

actually she can bend sand. to her sand is uncomfortable because the ground shifts. it's a skill she learns. like benders in the swamp who use the leaves inner water to bend, instead of actual open water.
then of course Aang would show up...and that would be about it.

and yep, Toph can turn sand into rock and viceversa. Even before she became uber Toph, she already could turn sand into rock and used to keep the library from sinking... a library as big as a city... all by herself... standing on sand...
Gaara's powers aren't gone, and it's not like he can never get it back either. Toph's experience, acheivements, and battle knowledge isn't really enough to compare to Gaara's. he's been hunted down by top class assassins since his early childhood. even fought well, while defending his whole village from bombing left and right.

Gaara's "achievements" are more of Shukaku, who is no longer there, defending and attacking, while Toph taught herself when she was a toddler, a blind toddler, from creatures the size of a house.
actually that's not true when you look back at it. Gaara's constant perils with assassins in his life made him mad with his own power. the only time you can claim the Shukaku's been doing anything is when it comes to protection. even that part is iffy since it's likely he does that subconsciously. aside from that Gaara's skills are all his. you do remember his claims during his insanity right? he stated he kills in order to feel alive basically during that time. so it's pretty much been him pulling all that off.
as for Toph granted she taught herself, but it's not like Gaara didn't do the same. the size of the monsters don't mean much either when you think about it as well. she just doesn't have the same experience as Gaara has in terms of battle. so far her deeds show she's a good contender, but still that doesn't account to the knowledge of a Kage, which is the highest a ninja can get in Naruto.
you probably think i'm underestimating Toph but the same can be said too you about Gaara who is Kazekage. having a Bijuu doesn't mean automatic pass at being a Kage, there are other factors in consideration as well.
you realize you're trying to rationalize his ramblings? you can't rationalize the acts and words of a mad person. He could say he had killed the entire planet while in reality he just stood staring a wall. She has the experience. Every step she takes, every second she spends touching ground awake or sleeping, she's performing her bending. Her skills are so honed she can pick up the faintest changes in heartbeats, and can tell people apart through that method.
and once again, how can he be knowledgeable when you said he was insane? He was a kid used to get what he wants -or kill people- while Toph was groomed to be the heir of a political family with ties on the entire kingdom. And no, not underestimating. You know how Kishimoto is, he probably has no idea what happens with Gaara now that he no longer has his powers, that's why we never got any kind of prologue. And let's not forget he never mentioned what kind of politics play in Suna. For all we know they could have drawn names from the hat to chose their kazekage. Then again, this is a shonen manga, and he's made it painfully obvious it is, so deep reasoning isn't part of the plot. It was just being cool and awesome for the teenager fans.
it wssn't really ramblings considering what he said to Naruto and Shikimaru when he came into Lee's hospital room. he was in a calm state of mind when he made his comments. his only problem at that time was, he wondered why someone went to such lengths to save Lee. and it didn't feel right to him. to him he was aware of what he did, it definitely wasn't like he was staring at a wall at all. he was truly a detestable guy at the time. although it is true he pretty much came into being like this cause of his own childhood trauma. he's not some spoiled kid either that kills cause he didn't get what he wanted either. during that time Gaara pretty much had the out look of only the strong survive. (like most villains of his type in shounen manga before being shown the "right way" of things by the protagonist). i think that point itself should be made clear. granted she grows daily, but it's not like she's the only one to grow though. don't think that just cause the Shukaku is gone he's not getting stronger himself. that's usually how it works when characters like him are out of the picture for a while. considering it's shounen, it would be surprising if he didn't come back ridiculously stronger than before. you forget that the absence of a majority of Naruto characters ended up with a majority of them turning out amazingly strong. though i hate to use him Sasuke is a prime example of that. gone for a majority of the manga's second half and he comes back killing off two members of Akatsuki and one of them being his brother that he's been chasing so much, plus Orochimaru too. however Gaara came into power as Kazekage, but without a doubt it wasn't easy.
My money would definitely be on Toph. All gaara can control is sand. What could he possible do against Toph, throw sand in her eyes? I can't imagine that would do much of anything. Toph on the other hand can control sand, metal, and all forms of rock and earth. Kazekage or not, I don't think gaara would stand a chance. Toph would sent gaara's crying emo butt home.
And another thing, the whole cast of naruto are terrible ninjas, I mean seriously, what ninja would wear bright orange and shout all the damn time.

Gaara would beat Toph easily for reasons mentioned earlier by INTELLIGENT people. I like Toph, but against Gaara she is powerless. Plus, check the new Arc of Naruto, the 5 Kage Summit. Gaara fights with Sasuke again, though briefly, and STILL was able to go toe to toe with him and I know Sasuke would kick Toph's ass easily.

Yeah they can. Toph can as well. And since Gaara attacks by HARDENING sand, it's pretty much a no-contest. Toph breaks out of his coffin (she bends a metal suit with every movement of her body, so binding her won't help) and sends his own attack as well as those of her own at him.

I don't think it's hardening sand as much as using the sands natural density and weight to deal damage. A lot of sand in the right situation can do as much damage as stone(think sandstorms and landslides). On as to who would win, I believe it would be Gaara if only because he seems to have better defensive skills. Both of them have incredible offensive capabilities, but I think Toph would just have a harder time dealing damage to Gaara while trying to dodge his attacks.

XD whoever said that Toph can't bend sant is f-ing stupid. Number 1- Sand is a mixed particals of rock and earth in the first place, TWO- In an epidsode during the battle a Ba-Sing-Sei she created a hole out of the ground, which was sand, to protect her friends, making a sarcastic comment at Sokka (classic) and she shuved all that water and sand back into the drill thingy that Azula and her friends were using to penatrate the the Great Wall.
Oh..I guess thats where it comes down to. can they bend/control each others attacks? Once you have mental control over a body of earth or sand can someone with the same ability take control over it? Or would there be a more mental power struggle? Too many unknowns in this one. Lets just hope someone makes a cool and accurate crossover fighting game including these two series.

I agree with Regina. DanDans points are just ignorant and have no strong point's to support them. I also, agree with Zack, since his point makes more sence than anyone else's that has posted. More than likely they would cancel each other out being both Earth users. BUT it would comedown as Zack pointed out, to mental ability which is Gaara all the way. Toph has to not only try and mentally control the earth, but has to waist time and stamina using the Praying Mantis style movements to control her attacks. Garra, having NOT lost his abilities despite losing Shukaku, still has full control over his abilities, including his absolute defense (see the Five kage Summit arc where Gaara fights Sasuke) So Gaara mentally could control his sand easier than Toph and would have to use much less movements, if any, to control his attacks. Advantage clearly goes to Gaara.
I would have to agree with DemonEyesKyo for a moment, and Zack. I agree with Demon because like Zack said, it comes out to mental control. On one hand Gaara has additional control about earth, like sand and apsolute defense. Plus Jutsu, he can do more than just use earth/sand, even though the jutsu are earth based. Now dont get me wrong, Toph can control certain aspects about earth as well, especially metal. While being able to 'see' anything that is touching earth, and later on sand and metal. With the sight part she will know where her opponent is at almost all times. The next thing is intent with the attacks. Gaara has killed before, Toph has possibly caused some death through indirect means. What this does means that it will seem that Gaara can attack stronger or fiercer.
Overall it would be VERY intereting to see, however it would ALWAYS turn out that the victor would be based on which character the author/animator likes more. Personally I think it would come out as a tie most times, with a few complete wins to both, but as for in this pic it looks as though Gaara is currently winning.

The way I see it, Gaara has the upper hand. But Toph still has a chance.
Gaara has the advantage in speed, intelligence, experience and range of skills. However he doesn't have what Toph has- lots of stamina to spam a skill.
Toph's weaknesses as a bender(Too much predictable movements, weak CQC skills) will give Gaara many openings but as long as she draws out the battle, she'll drag Gaara into using up all his chakra by the time she's halfway through her chi reserves. Luckily for her, she's good at improvising and adapting.
This is IF she is able to take the fight into a battle of attrition. If Gaara notices her sensing ability early on, he'll take to the sky and snipe her with a well placed attack that WILL KILL HER.
This is without considering the terrain, time of day, weather condition, and available reinforcements for both sides.
Just for the sake of it, I'd like to add toph has difficulty seeing in sandy environments. Gaara can create sand. Gaara's absolute defense which is still available can block most of her attack. Albeit, she can probably attack him from below with her Earth Bending. Also, assuming Gaara does turn most of the earth around them into sand, which would make it more difficult for her to see with vibrations. I could be wrong on that though. Plus, he has to be aware of her blindness and how her ability works to even get the idea to create the sand. That, and he can fly too.
I also have to wonder how effective her 'sand bending' is, in an area she can barely feel vibrations too. I also wonder if she can even control the sand Gaara already has under his control. Considering the way his powers work is different than how Toph's work. Certainly, while Toph can beat almost any earth bender (minus Bumi, who has more experience, speed and raw power than her), I don't think she stands much of a chance against someone like Gaara. Who isn't a 'bender' and uses a different set of powers from what is used in the series. For all we know, the chakra that goes into the sand probably prevents her from bending it, which is a possibility. I could be wrong. Regardless, this is a cartoon. We can't say how both their powers would fair if they both fought vs one another.
Personally, while I think this is an epic picture, I think Gaara would win. At least in a real battle.

Also unlike ninjas, benders can control the element itself. An earth based jutsu would prolly be just controlled by Toph once it reaches her no matter what scale of attack it might be. Throw a mountain at her, she just places her hands forward and pass through it. She won't even need to destroy the projectile. Drown her in a sea of sand, she'll just bounce back up the surface and surf the up coming wave.

I agree with this in that as long as Gaara isn't flying Toph would stomp him. Benders have way better control over thier powers. So basically Toph vs. Pre-skip Gaara would end in total victory for Toph. Toph vs. KazeKage Gaara would be good fight but Gaara would win unless they were in a cave. If Toph got aged up too then she would have some time to train with Bumi. Sandstorm from blinking yes.

Any organ denied an O2 supply for more than several minutes will begin to die.

^ Toph's metalbending doesn't bend the metal itself, but the impurities in the metal, little bits of earth that were left over from the forging process. Presumably, she would have difficulty bending extremely pure iron. Steel has carbon however, which earthbenders have been shown to be able to control in the form of coal when escaping the refinery/prison, but this is irrelevant, unless Toph could turn the metal in Gaara's clothes into needles and impale him with them, which, to be fair, would be pretty badass, albeit difficult given she seems to require the earth she bends to be in some significant contact with the earth itself.
I'm not sure if I remember earthbenders ever being able to take control of earth that someone else was bending, but I could be wrong. I would agree that earthbending, being more of an elemental manipulation than sand mixed with chakra, might grant Toph some manner of priority in the event of contested sand, though she would have to be able to 'see' that sand to bend it, which would be difficult if not impossible if it were airborne.
Also, even if Gaara were grounded, his lack of movement presents an advantage in that he doesn't telegraph his attacks.
And regarding the iron in blood, I'm not sure how that would play out. Healthy humans can have around 4-5 grams of iron in their body, which is all spread out in their hemoglobin. Seems like it'd be really hard for her to metalbend that.
I feel compelled to point out that the creators specified that Toph can sense earth even if it's in the air. So even if Gaara flies, she can sense the sand he's riding on.
Screwattack is biased as fuck, they use debunked &/or out of date info in order to explain the victory and pretty much cherry pick characters that appeal to American audiences more than the other for the victory.
Screwattack is not a reliable source for who is stronger here.
