It's suppose to be one of those things where you place your baby in and they would sit yet at the same time they can practice walking/moving around. I forgot what those were call.

My sister used to have one.

Depends on where you're at in Pokémon's lore.

If you're going by the anime series, rather, the first portion of the anime series, Pikachu didn't have a pre-evolved form, so baby pikachu were just smaller pikachu. Pichu didn't really debut until around Gen 2 or 3, which introduced breeding and more pre-evolved forms to Pokémon that didn't have them at first, so, anime wise, their debut would've been around Johto League (going by the movie with Entei).

So, in the context of this pic, it's either a Gen 1 pikachu, which didn't have a pre-evolved form or it's a Gen 2 pikachu, which did evolve but is still fairly young (a thing to point out is that evolution does not equal age).
