You don't get it. What asdjeejee means that because Mokou can never die, there are places she can never go. Hakugyokurou is one of them.

But Youmu has to leave the netherworld to buy food. It's entirely possible that one day, she either doesn't come back, or only her kon (what we call "Myon" and is actually her soul) makes it home.

Actually, it's not that she cannot go to Hakugyokurou at all. It's that she cannot go there naturally, meaning through dying. Nothing's stopping her from walking in there by herself. This is a misconception among many people.
