A tsukumogami's existence isn't dependent on the object's state of repair, just its age, and taking care of your umbrellas better makes them more likely to last 100 years, thus achieving sentience and becoming a youkai. Hence, the more you care for your umbrellas, the greater the chance of Kogasa.
