I don't think she can, but that is a good idea. Just so that no one is suspicious, she stops time just as Meiling is about to eat a spoonful, disposes of the icecream, hands back the spoon and starts time again.

What i find weird is that Sakuya actually agreed to this (considering she bullied Meiling into getting a small portion in the last page).

Tough luck that it could happen. After all, Meiling DID volunteer to the competition, and even a ⑨ like Cirno would easily notice that Sakuya just did "Za Warudo" simply to help Meiling finish her big-ass ice cream bowl in no time. Plus, chances of anyone ACTUALLY beating a walking black hole like Yuyuko in eating contests is slim.
Sakuya doesn't need to use her ZA WARUDO! All she has to do is tell Meiling that if she can do it, she'll get 3 days of vacation time -lying of course- xD

No way that might actually be vaguely possible the current record for ice cream is a bit shy of 30 scoops or eight pounds in eight minutes. That... thing looks like it would weigh at least as much as she does. You'd literally need to be able to consume more then your own mass in ice cream to somehow eat it.
Even with time stop it's totally impossible unless you have A. A black hole for a stomach or B. the ability to manipulate density and or teleport it away as it eat it. So actually a few people around there could do it, but China is not one of them.

My own prediction is that China fails utterly and so gets stuck with the absurd bill for the thing (that how these work, dont eat it you bought it). Sakuya sure as hell isn’t helping her and so she becomes the ice cream shops bitch/slave for a few weeks…
Yeah, you don't time stop to eat the ice cream (well, OK, you could, but you don't eat it ALL) you time stop to shovel away some scoops, and hide them in the alleyway behind the shop. Or find Yuyuko, and stuff the ice cream down her bottomless gullet.
