Another issue is that Kongou wears a nontraditional miko outfit which you can associate with Japan, meanwhile here i fail to see what part of Valparaíso's design is supossed to tell me she is from Chile?

Not anymore, and the same goes for "the other side" more like taking a break after how brutal last event was, so far AL events and character releases havent been my cup of tea enough to make me install the game again and even more if my potato phone has storage issues and not being lucky with emulators on PC. Im looking forward to the next KC event tho, which as ironic as it sounds that excel spreadsheet of a game doesnt give me troubles setting it up to play even in my phone(Full UI EN translation included).

i have to agree with you (i got that comparison wrong) but i would really like as a Chilean to see some kind of hints alluring to her “transformation” and new nationality

She is a "what if". The british navy were in negotiations with Chile to sell Vanguard, and if the sale or negotiation were not cancelled by then Vanguard would be called Valparaiso.
I think that new faction symbol is similar to the "southen cross" and if I am not mistaken the bird is part of the coat of arms that represents Valparaiso.
PD: Probably I am incorrect, but all the silver in her maybe is because Valparaiso has been known as the "Jewel of the pacific" (for touristic reasons of course).
PD2: She shares VA with Vanguard, so expect two weebs of magical girls
