Well, you can just flood the system with enough oxytocin and prolactin to both jumpstart the production and maintain it (even more since the head is removed).

Even if you go full sci-fi and grow a mutant blob of human trunk that has nothing but a giant heart, a giant pituitary gland, a set of giant intestines and massive skeleton all filled with bone marrow plus breasts sprouting all over the milk production would be still limited by the total amount of blood coming into the breasts, the nutrition dissolved in the blood and the liquid expression capability of those glands.
You kinda figure that if we don't already do this with cows (ignoring the technological limitations) it's definitely not as efficient as just leaving the head on.
