Did you even look at the image? Vivi was drawn with dark skin here because the actress has dark skin.
Also, Oda has significant creative control over the live action version, so I'm sure he's fine with it.
I wonder if Oda himself knows that he was asked something. Besides, in Japan, no one cares about your 'diversity', so I don't think he personally gave the go-ahead for a skin color change.
I highly doubt Oda even cares about live action like most japanese won't give a shit about western production.

Also tanned is not the same as negroid. Even if they wanted realistic since Alabasta is desert, it would have been closer to hamite when choosing race.
