Because if the name of the uploader is purple it skips the approval process.
The logic behind it is that anyone who has uploaded enough approved posts would know what is or isn't good enough to meet the quality standards, so there's no need to have their uploads go through the approval process.

Just adding a very small correction here:

Purple is shared by three userlevels: Builder, Contributor, and Approver.
Only the latter two of those can skip the queue.

I wish each of those ranks had its own color. It would make things a bit less confusing. Or maybe leave the colors as they are and add it in plaintext below the username (then maybe purple users will stop being confused for moderators).

You actually can change the color of users by using costume CSS style on setting.

That only applies to the individual that uses it, and 99% of users aren't even going to realize that's something they could do. He's saying the default colors should be different.
