the uploader was contributor-level before getting banned, modqueue didn't apply.

The uploader of this and most of the true crime posts was (technically still is) a Contributor, so he was able to post these without anyone approving them. The main reason these works have records of being approved is a combination of the art quality being good enough and for the flag reasons being bad. "School shooter glorification" is not a valid flag reason; users are expected to use the blacklist to block content they find offensive.

Also, the uploader has been banned (for reasons other than the uploads), so I wouldn't worry about seeing too many more of these.
