So.. for the machine-translating idiots who don't get nuance, here's a dictionary definition of 自主規制. Note the "internet slang" definition.
Now, it literally means "self-regulation", but the nuance here is "we censored it ourselves and not by a third party". As an Internet joke (or even as a gag in manga/anime like Hayate no Gotoku) it's basically poking fun at censoring lewd or violent or other potentially objectionable content by preemptively self-censoring it themselves.
(Elsewhere in a non-censorship context 自主規制 is used more like a business sector or industry regulating themselves for the common good. This is its historical use.)
