It's an artistic error. If you are interested, transparent, semi-transparent, translucent etc show you how objects looks behind a semi-transparent objects. Spoiler: outlines don't randomly appear in the middle. It's not how the world (or art) works.

Perhaps I'm not interpreting what you're saying correctly, but the line visible within the liquid doesn't look random at all to me. It's the line of her shoulder, clearly connected to the curve of it above and below the liquid. There isn't any background detail in the wall behind the rest of the liquid, so there's no other details showing through.
Now, could this effect have been done better? Perhaps. The artist could have distorted the outline to account for the refraction in the liquid. Or they could have used a reduced opacity on the wine overlaid on previously existing color (if their art software was capable of it). They seem to have opted for this simplified representation instead. Based on this reasoning, I still contend the line of her shoulder being visible, in and of itself, is not random.
That said, I'm not about to get into a tag edit war over this, either.
Show one other example where the supposedly transparent/semitransparent object is solid colored, the outlines behind it appear on them, and the outline is the same color as normally.
This is an error in coloring and composition/layering, exactly what artistic error is for.
Third-party edits like that are against the rules.
Oh I meant the comments. I wasn't thinking of posting it on danbooru as a picture, but that would make sense if the edit is high quality enough.
