Just what it sounds like: the flagger thinks the face looks bad. Personally, I think the shape of the torso sticks out more - or doesn't stick out is what I should say. Even people with stocky builds are going to have some curvature. This looks almost like one of those topless "muscular" Lego figures with the abs painted on.
