Though there are no robot parts in sight, I feel like this looks way too much like Android Girl Aki to not be. The hair especially is too close to be accidental. Added her tag for now.

She appears to be dressed such as to hide her skin's seams/joints. Perhaps @SuddenFrost is right that androids are reviled in this world, and Aki doesn't want to be recognized as one while hitting the town.

A commenter on Twitter suggested (with excitement) that her left arm might be in the shop for repairs instead of behind her back. Itou did not confirm or deny but desperately implored the commenter to occasionally look at girls that aren't broken too.

You can tell she's an android because her pupils are the same color as her irises. That's how Itou always draws his android girls.
