And then he takes another dose, willingly this time, because The Trauma of 'her' first memories means she finds her previous self abhorrent. Mihari spirals further as now Mahiro(imoutou) actively hates Mahiro(Onii-chan) instead of just not remembering, and is trying her best because she doesn't EVER want to be That Man again.... but isn't that why Mihari started the Rehabilitation Project in the first place?

No, the plan was about bringing Mahiro back from depression and into society. If there's no Mahiro (Onii-chan), the plan has failed.
