It can only be official art if the art itself comes from official source (i.e the publisher).
Even if it's drawn by the original artist a piece of art cannot be 'official' if it's not produced under official orders. Precisely like how you can't say a bill printed by you is 'official' even if you're using exactly same stamp press.
