It was one of those artworks that sometimes appear at random on the front page of the app version of youtube and i have no idea how to find previusly watched app-youtube artwork on an iphone.
It being Point Flag is pretty much comfirmed on the grounds of two things: 1. The artwork's artist themselves said it ment to be Point Flagg. 2. Another commentator in an attempt to stop the fight pointed out that another thing that puts it in favor of being Point Flag is the fact that IRL-Point Flag hated IRL-Stay Gold to the point that she would become violent when he was close by so it would be in character for her to pull a gun on Stay Gold.
Look: 1) The artist has previously drawn McQueen with the Stay Gold Family as part of their father-and-sons bonding shenanigans. 1a) McQueen is often drawn with the Stay Gold Clan by various different artists. See stay_gold_clan_(umamusume) mejiro_mcqueen_(umamusume). There's a reason why it's called the StayMac pairing, both in Uma and IRL. She's pretty much an honorary member of the Stay Gold Clan by this point.
2) This character is drawn like McQueen, with McQueen's hairstyle, with McQueen's lower facial structure, with McQueen's height, and with McQueen's canonical casual outfit! In Mejiro aqua-and-white colors! 2a) Artists drawing Point Flag as an OC usually distinguish her design. Often she will resemble Gold Ship more than McQueen, and a common feature is she tends to be drawn as a very tall woman because the IRL horse was larger than both her sire and her son. Just take a look at other examples of point_flag_(racehorse) personification. She will also tend to be given the same color scheme (red and white) as Gold Ship, because both mother and son IRL shared the same owner and have similarly-colored racing silks.
3) There's no comments by the artist on the artist's Twitter post saying it's Point Flag! The bulk of the user comments also mention McQueen, with the sole singular counterexample mentioning Point Flag being autohidden as "probable spam" because Twitter's AI "correctly" infers it as a minority dissenting opinion! (Which is generally bad when done by Twitter, but here it's on the nose, though spam is still a misnomer).
When you hear hooves, think horses not zebras. Currently an overwhelming evidence point to it as being McQueen. Until someone can dig up an actual artist comment saying it's Point Flag, the tag Mejiro McQueen (Umamusume) stays.
(Edit: Now to others wondering why I'm sounding harsh, I'm pretty much exasperated after combing through multiple social media posts just to fact-check people coming up with "I-read-so-and-so-from-somewhere-or-other-so-it-must-be-TRUE!")
