I think he’s yelling at the mother for “not keeping her kid under control,” not that that’s any better.

While the guy was definitely not really in the right for yelling at a baby he didn't exactly deserve what was done here.

But then again this series tend to favor the non humans for "Correcting" the humans if a bit unfairly and out of proportion at times and come out in the right so I'm not really surprised.
