This image is inspired by a 1892 political cartoon called "The Rhodes Colossus", of a man called Rhodes standing astride the whole of Africa holding a telegraph line connecting from Cape Town to Cairo in a effort to strengthen the influence of the British empire in her "spheres of influence", the image largely represents imperialism.
The original author of this image posted this on twitter in response to a post by the twitter account of Israel (at least i assume it is) showing the Israeli flag projected side by side of the flag of the USA projected on one of the Old City walls of Jerusalem, with additional text saying "An unshakable bond 🇮🇱🇺🇸".
Personally i don't totally understand what Luce specifically has to do with the conflict but i somewhat understand the political commentary the image artist is trying to convey.

Especially with a cross smack in the middle of Jerusalem The artist probably just added Israel's "wanna-be" borders to provide some bearing for the geographically inept
