From a Japanese point of view, the "gotta kidnap them all" reffers to a horrible phenomena in which Japanese children were being kidnapped by North Koreans.
North Korea, blames Japan and the USA for Korea's devision... therfore North Koreans have been doing whatever they can to fuck Japan over. (like mass kidnappings)
I assume the Japanese don't like NK so much... especially since if North Korea ever actually launched a nuke... Japan would be the first to get hit.
