What counts as a "hag" seems to be getting progressively younger over time...

Not even 200 years ago 22 years old was considered borderline unmarriageable due to advanced age, and woman/girls were generally married off before they were 16 in most cultures. The wait till 18 thing started in earnest in the early 1900s. Going back to that without changing other aspects of society would be disastrous right now though.

11 is prime, and so are 7 and 13.

I mean, Shun is 23, so she's almost Christmas Cake, and is the oldest playable character who's not from an alternate timeline.

Not to mention, the average life expectancy was in the 40s or 50s, and if I'm not mistaken, people would age like milk because of various physical and mental health factors.

Which, considering the extreme rates of infant mortality until very recently, as well as infected wounds being near guaranteed death, is quite high.
The aging like milk is probably hyperbole though, if you were a labourer you would most likely stay healthy until your senior years due to the plentiful physical activity.

I believe that's just a hangover from the beta. Thing is, the opposite can happen since kayoko in beta was 17.

afiak that's a myth. Quick wikipedia search and it depended on economy and culture. Not to mention that with some exceptions those teens married other teens, not the much older men who are often the ones talking about this in earnest. So the guy in the meme would likely just be a long time husband to someone his own age. Getting slighly more serious teen girls also have a much higher rates of complications from childbirth or marriage than women in their 20'ies the creeps online trying to legitmatly claim society is "supposed" to function that way are full of shit.
