As a Brazilian I can explain that:

The order given on friday night with 24 hours to comply, but small isps usually doesnt operate on weekends in a way that Twitter still were available on Saturday and Sunday

Other bunch of users just are using VPNs to access, even the order saying there is a hefty fine (~10K usd) for bypassing the block, besides this fines are technically impossible to verify, as even the ISPs getting a way to know they are using VPN, there is no way for them ro know in what this connection is being used (to bypass twitter or to another legitimate reason)

The difference is that in EU Telegram used mostly by some shady people, that why France trying to kick it off their country.
In Russia/CIS Telegram used for chatting, messaging, making blogs, organize schools for exapmle, not by "shady" people. There are there - but most of users are just average people.

Bypassing Youtube in Russia can be performed even without VPN. Funny thing that Russian users did not have any ads in Youtube until this shit)))
Now most of ISP in Russia stops slowing Youtube and trying their best to reverse that resolution.
Also fun fact - RKN for five hours put Steam into "bad-sites" list (Questioning for blocking) and after just that five hours erased it from there.
Russia have more CS players and Steam users then army))) They do not fear Youtube or X and e.t.c But not Steam
