I think the implication is rather than buy Primos they bought the costumes instead.

It's just represented in the form of primos being used since essentially they used what could have been used to buy primos to buy the costumes instead.

currency shop exist if you actually buy stuff in game. been that way since the beginning with adventure packs and now skins.
which is mainly used to be converted to primo's, nobody buys those packs

The game has a currency which you need to buy with actual money, which is solely used in that one shop.

f2p players don't spend money on the game and therefore don't buy the currency needed for the shop.
Unless you meant the packs nobody buys. I have no idea what specific packs are offered in Genshin, but usually those consist of bundles of regularly available items.
