They can be both, like Protoss Dragoons and their inspiration, the Space Marine Dreadnought from Warhammer 40k.

There's a line of mecha model kits from Hasegawa called Mechatro WeGo, whose whole theme is "cute, helpful mecha as single-seat children's transports." The boxes even feature art from Nichijou's mangaka showing the kids playing with their mecha.
