Are those some form of tin buttons, those roundels with a number of holes for threading ? I've seen such thing in boxes of random stuff in antique shops. Alternatively something to do with sewing ?

That's Raijin drums. Raijin are usually depicted with number of drums orbiting/floating around them, of which he strikes to create the thunderclap we know. Alternatively, the three magatama/comma pattern on it is called Tomoe.
