Why did you assume this was by Alisa? The design differs significantly from Alisa's design 2 years ago: https://wx3.sinaimg.cn/mw2000/006BT7tYly1gymkhnx0gbj30vb0u077g.jpg (can be found on Alisa's weibo page). In Alisa's design, there are no blue horns, no big snake, and her dress is notably different among other differences. Also, this style arguably resembles Nagu's more than Alisa's. However, after closer inspection, I also a bit doubt that this is Nagu's, mostly because of the coloring of the hair. But until I find another artist whose style closely resembles this, I can't rule out the possibility that this is by Nagu. After some searching, I found one image with a very similar style to this one: Fu Shun's skin (post #5989026). The artist is unknown though.
I think it's better to keep the artist unknown at this point.

Because Alisa draw the previous two An Shan class retrofit and the last Tai Yuan's skin ( post #3406068 ). But yes, I shouldn't have tagged it as alisa_(kuro_no_sakura).
